If your picture is too big you can down size it by right clicking on the picture and then (open with) your paint program.  When the picture comes up in the paint program click on image, then click (stretch and screw). In the boxes where it says 100%, put 30 or 40% in both boxes. I use 30% to be on the safe side. After that click on Image again and then click attributes. in attributes you need to make sure the height and width are not more than what the websites says they have to be.  If they are than change the size by putting in a smaller number.  The numbers in the boxes do not have to be the same.  When you're done, click on file and then save.  Then go ahead and upload the picture you just saved.  I know it seems like a lot but I had to play with it too.
